On the Email tab, choose your account profile , and then choose Repair.
Note: The Repair option isn't available if you're using Outlook to connect to an Exchange account. Run Windows Update to make sure you have the latest updates for Outlook and other desktop apps for Microsoft Download and run the Microsoft Support and Recovery Assistant.

After updating to Current Channel Version Build You may notice that if you open Task Manager that other Office processes are unexpectedly listed even though you did not open the application. If you end those processes it may enable Outlook to then open normally. On June microsoft outlook 2013 does not open free,the Outlook Team made a change to oulook service to fix this issue.
If you are still seeing this issue, restart Outlook a couple of times so it can pick up the service change. To work around the issue, you will need to end all Office processes that are outlkok and disable the presence features. Note: Disabling the presence functionality will help mitigate microosft issue.
